France tests IT savvy of public servants
Online exams to reveal deficits in further education

Paris (pte031/24.03.2003/13:11) - On the occasion of an Internet festival, French Premier Minister Jean-Pierre Raffarin officially opened the so-called DEFI portal. DEFI stands for "Démarche d'Evaluation du Fonctionnair Internaute" (approximately: "Evaluation Steps for Surfing Civil Servants") http://www.defi.fonction-publique.gouv.fr .

Raffarin has called for all public servants to use the site to test their IT skills.

The exam is ordered into 13 chapters ranging from "Computer Basics" to "Electronic Administration" and can be administered in two performance levels. It includes questions on practical tasks such as Internet navigation, e-mail, handling online forms and web publishing.

The results of the tests should show individual employees where they could use improvement. The government also hopes to use the results to assess which further education training programmes are most urgently required. The only catch in the plan could be that those public servants most in need of training are very unlikely to take the tests.
